［ロンドン １６日 ロイター］ イラク人の大半は、旧フセイン政権時代と現在を比較して生活が良くなったと考えていることが、１６日に発表された世論調査の結果で明らかになった。
調査はイラク開戦１周年を記念して、英ＢＢＣなど各国放送機関がイラク人２５００人を対象に行っ た。
その結果、米英軍による開戦は正しかったと答えた回答者は全体の４９％とほぼ半数に上り、間違いだったと答えた回答者の３９％を上回った。
生活が旧フセイン政権時代より良くなったと答えた回答者は約５７％と、悪くなったと答えた１９％、ほ ぼ同じと答えた２３％をしのいだ。
将来の状況については、７１％が１年以内に好転する、６％が悪化する、９％が変わらないと答え、イラク国民の間で楽観的な見方が優勢であることが明らかになった。
全般的に見て今の生活は良いと答えた回答者は７０％と圧倒的多数を占め、悪いと答えた回答者 は２９％にとどまった。

Tens of thousands of Shiite Muslims (search) marched in Baghdad on Monday to demand early elections, the biggest public display of Shiite political power here since the collapse of Saddam Hussein\'s Sunni- dominated regime.

インタビュアーの資質の重要性に関しては、かつて直接面接法を世論調査で採用していた、「日本の大新聞社」は何よりよくわかっているだろう。
これは他ならぬ「占領関係当事国の調査に協力したイラク人調査官」による調査である。こうした調査に対して調査官に対して報酬が支払われることも、かつて「日本の新聞社」も何よりよくわかっているだろう。
こうした調査官は、ランダムに抽出されたわけではない。「訓練されたイラク人インタビュアーは、さりげなくチャラビ不人気という信憑性を付加えている」可能性もあるのである。
調査官はチャラビ一派やクルド人８割ではなかったと誰が言えるだろうか。
質問の内容も問題だ。例えば、将来が明るいかどうかという質問に対する答えは、単に国民性を反映した質問ともなりかねない。私がかつていた某国の国民などハワユーにはアイムファインで、明日はもっと良くなると答えるのは一種のマナーであった。たとえ明日にでも死にそうな悲惨な人間でも聞かれたら条件反射的にそう答える。
質問の順序も大切だ。順序によっては誘導尋問ともなりかねない。質問の文章がどのようなものかも重要だ。
さらに、どのような統計抽出法を使ったかも問題だ。いかにランダムに抽出されたとは言え、シーア派とクルド人の配分がそもそも人口比率を反映したものではないとしたら、それは役立たずの調査ということになる。つまり、実際はアンバランスな民族配分を操作し、「バランス」を取ったとしたらどうなるかということだ。
ともあれ、この不可解な調査結果はアメリカには打ってつけのものとなった。イラク人はアメリカに救われ、希望を持っている。本当だとしたら「イエス・イエス・アメリカ」という感謝のデモが明日にでもバクダッドであるだろう。
でっちあげだとしたても、気にするものではない。何せ大量破壊兵器をでっちあげて戦争を行うより、はるかに罪悪感が少ないだろう。（罪悪感というものがあればの話だが・・・。）
そして大量破壊兵器云々の嘘をでっちあげるのに比べたら、これははるかに簡単だったに違いない。ブッシュを大統領に仕立てる選挙作業に比べたら随分楽だったろう。
何せ、片や数万人の選挙人をパージし最高裁に仕込みを行い、ホワイトハウスを乗っ取り、片や国連スパイ活動を行い、イラク戦争の違法性を指摘したイギリス司法長官に合法と言わせる圧力を加え、国連演説で平然と大嘘をつき、とそんな大仕事をやりとげた連中なのだから。
そんな彼らにとって、こんな結果をひねりだすことなど朝飯前の作業だろう。
