Downing Street has apologized for failing to admit that much of the dossier came from published academic sources, including an article by a California PhD student. The bulk of the 19-page document (pages 6-16) was directly copied without acknowledgement from an article in the September 2002 edition of Middle East Review of International Affairs, entitled \"Iraq\'s Security and Intelligence Network: A Guide and Analysis\". The author was Ibrahim al- Marashi, a postgraduate student at the Monterey Institute of International Studies. But the question remains, who authorized its release in this format, and why?

A political row has blown up over the appointment of John Scarlett as the new head of the secret intelligence service MI6.

Mr Scarlett currently chairs the Joint Intelligence Committee.

He became widely known when he gave evidence to the Hutton Inquiry into the death of weapons expert Dr David Kelly.

Foreign Secretary Jack Straw gave him the MI6 job on the basis of a recommendation of a selection panel chaired by Downing Street\'s security and intelligence co-ordinator Sir David Omand.

But shadow foreign secretary Michael Ancram described the choice as \"inappropriate\".

He said Mr Scarlett was central to the Butler Inquiry, which is examining the whole question of intelligence and the use made of it in the run-up to the Iraq war, and which has yet to report its findings.

Liberal Democrat foreign affairs spokesman Sir Menzies Campbell said: \"In view of the evidence at the Hutton Inquiry, this appointment can only be described as highly controversial.\"

But the Prime Minister said that the recommendation to appoint Mr Scarlett had been made by an independent panel in order to take it outside of party politics.

\"I think it is unfortunate if it gets embroiled in party politics or people try to make political capital out of it,\" he said.

Mr Scarlett succeeds Sir Richard Dearlove, who is becoming Master at Pembroke College, Cambridge, and will take up his appointment this summer.

He speaks Russian and French and is married with three daughters and one son.

Downing Street said Mr Scarlett would follow secret service practice in not giving interviews, making public appearances or providing on- the-record comment.
